This is late I know but to anyone still having this problem what I did was I attacked Thonar just out of frustration Then his wife Betrid got hostile, I killed her. Killed Thonar to where he just kneels down because he is essential. Left the building then came right back in and he worked after. I believe the assasins have to kill his wife, because his dialogue right away is something along the lines of "the bastards they killed my wife" So i believe she has to be dead.

When you have killed Lisbet the other guy takes over the shop and you can trade with him instead which is why it probably would have worked.
