If you don't have either the unofficial Dawnguard patch or the USLEP then I suggest getting the right one and seeing if that helps a reload from before you entered the Soul Cairn may still be needed though.

The ghosts there turn into mistmen , bonemen , and wrathmen upon being struck by lightning, and will attack on sight. After obtaining the skull, the soul who was looking for Arvak will appear nearby, and will teach the Dragonborn how to summon Arvak.
