Solution: You can't open it! I then backtrack the usual path and go into the Embassy and proceed to the kitchen where I am then given the 'Diplomatic Immunity' quest and the trap door keys I found removed. So I now have an unfinished 'A Blade in the Dark' quest to complete as well as the about to finish 'Diplomatic Immunity' quest.
You'll need to have enough magika along with the "Summon Arvak" spell from Dawnguard. If you enter through the main gate and go all the way to the right, you can jump onto a wall with an invisible barrier. From there, summon Arvak on the other side and ride him. You're in. I killed the torturer guy and 2 guards that were also present in the room, but none had the key. A few moments later about two or three more guards came down, and all of them had the key. Try to be a little noisy if you have to, just get more people to come in and take them out. Hope this helps.
