Within the department Phelps is a pariah and is demoted to the arson desk and partnered with Herschell Biggs who insists that he "doesn't do partners". Biggs' reason for this becomes clear during one of the arson cases. While working arson Phelps discovers suspicious circumstances surrounding winners of a trip to Catalina Island from the Suburban Redevelopment Fund's houses burning down.

He has stumbled into a major insurance scam involving the mayor, chief of police, property developer Leland Monroe , insurance executive Curtis Benson and psychiatrist Dr Harlan Fontaine.

Both Kelso and Phelps manage to uncover a great deal about the conspiracy, and trace the fires to Ira Hogeboom, who was being used by Dr Harlan Fontaine to cover up the Suburban Redevelopment Fund scam.

Hogeboom killed Fontaine and kidnapped Elsa taking her into the labyrinth of sewers beneath L. Phelps drowns saving Elsa and Kelso from the flooding sewer. Phelps will work with different partners at every new desk. Generally, these partners first treat Cole with some hostility, but grow more friendly as they work together.

Kelso wants to put the man out of his misery; Phelps wants him arrested. If they can get Ira to confess, they can close the whole case. But Phelps makes a crucial choice; he leaves Kelso to deal with Hogeboom.

Jack kills him out of pity. As the sewer floods and water rises, Phelps makes one more choice. He manages to find that tenuous and fickle spark of courage and saves his friend from the rising tide before a swell of water floods down the pipe and kills him. Phelps gets to be the hero, if only for a moment. In giving up on personal glory, he earns his medal.

Earle was in on the conspiracy and gets away with it, as do the mayor and chief of police. Cole can find redemption and Kelso can crack a few skulls, but the wheel of corruption will always spin.

As a video game ending, this is bleak. You can bloody some noses and save a few lives but the grift will go on. The defining moment for me was during the WW2 flashback where he was interrogating the Japanese soldier. Yeah, sure, look how smart and right you are, but now is NOT the goddamned time.

At the very end with what happened to Cole I couldn't even feel sad about it. I felt like I didn't know who he was.
